LOOKING AT THE CONSUMER PROTECTION ACT
The all-new Consumer Protection Act (CPA) will bring to South Africa world-class laws that intended to protect all consumer in the way they buy items, sign contracts or do any general business. The act was signed by government on the April 24 2009 and published with the intention to bring the statute on to the books with in a 12 to 18 month implementation period. One small problem currently is that at this time no regulations are yet finalised and the fact remains that with 122 separate sections that constitute the document means that there may be a lot of devil in the detail that needs to be unravelled. Here’s a short guide to the areas the act governs and some of the proposed laws.

TEAM INCOMPLETE: a.k.a ‘The Dream Team’ consisting of (from left) John Roberts (mechanic), eight times world champion – Phil Read, Manx GP winner – Jimmie Guthrie, SA champion – Peter Labuschagne, six time world champion – Jim Redman, Sir Alan Cathcard, and team owner Ian Groat competed in all three rounds of the TT Legends and have all the mechanical carnage to prove it. Once upon a time in my juvenile years I had a fascination with motorcycles. This period of “motorcyclitus” has pursued me for quite some time and now, even in pensionable years, it has bitten hard again. Over the last eight years or so my friend John Boswell and myself have been working hard at building up some 1950 to 1960 Grand Prix big single racers and now have two Manx Nortons and a pair of AMC Grand Prix machines in Team Incomplete. This year the dream of fielding an international team of world champions actually come true for us. That was when European sunshine refugees arrived for the TT Heroes Series run at Zwartkops, Killarney and around the breathtaking corners and dips of the East London Grand Prix Circuit.

DAMAGEABILITY AND REPAIRABILITY
Do new vehicles with new materials and technologies require a different approach to joining and a unique repair methodology for every single car? Thatcham have a validation project for testing repair methods for many new vehicles. Balancing the constraints of the need for lighter vehicle bodies to reduce weight, and the need for safer cars which provide a strong ‘safety cage’ for vehicle occupants, has been a significant challenge for the automotive industry. To accommodate the manufacturer’s own requirements, as well as all global legislative requirements, consumer safety test programmes, such as those developed by Euro NCAP, provide independent assessments of how safe a vehicle is in a range of very severe crash tests. The Euro NCAP programme has proved to be one of the most effective safety measures and is credited with a significant reduction in occupant fatalities and serious injuries. Research conducted by the Swedish Road Administration indicates that there is a direct relationship between a vehicles’ euro NCAP ‘Star Rating’ and its actual safety in real life.

SAMBRA NEWS
A NEW DEAL NEGOTIATED WITH ABSA
During the last few months of 2009 a new process of approved autobody repair criteria and selection process was initiated by ABSA. Many SAMBRA members expressed dissatisfaction on how the applications were handled by the Insurer. After a number of executive meetings held nationally, it was resolved to try and renegotiate parts of the selection process document. All this, plus the mediatory role played by the RMI CEO Jeff Osborne and SAMBRA Governing Board members, resulted in an agreement from ABSA Insurance Company to extend their current panel to include some of those SAMBRA members whose applications were previously excluded. ABSA has now also agreed to incorporate applicants who obtained high scores at the stage 3 level too.

INSIDE THE ROLLS ROYCE GHOST
Late last year I was lucky enough to crack the nod to a special Rolls Royce Concourse De Elegance celebrating 100 years of Rolls Royce car manufacture. The occasion as you may well imagine, was packed full of pomp and circumstance and a huge gathering of the company’s early models. Rolls Royce, under the BMW group, is a stand out company in the automotive manufacturing world of depression in 2010. The company’s been forced to up their highly skilled worker levels by some 50% bringing the manufacturing plant, situated at Goodwood in West Sussex, to some 900 in total. Ushered in by the Chichester town band, was the all new Ghost model which was launched at the Frankfurt Motor Show. “The new smaller sleeker model fits the bill to celebrate Rolls centenary,” says BMW Board Director Ian Robertson, “with a new level of build in refinement, reliability and silent running.” After significant research and development plus some hefty model investment, Rolls Royce motorcars look to be well set for the autumn car delivery to their Ghost customers in 2010.
